Size really isn't the issue. I once worked as an assistant chief for a 15-officer department. I had 25 years experience at that point; the chief had 22 years. We felt confident working any crime that occurred in our small town. But I've seen agencies that barely perform the routine duties effectively. It boils down to leadership that works to build proficiency and effectiveness.
